There are a couple of things to note about these letters. First, you will find that the business license is only supposed to be used for Hong Kong incorporation and a full-time secretary of a registered office. It is more than likely that you will find that most secretaries are not full-time and can therefore not use the license.

The registration certificate is also sometimes required by law, but it is common for businesses to apply for Hong Kong incorporation before they start doing anything.
